Harv, based on my reading of the literature on this subject, a bilateral meeting is one in which any agreement or agreements made is strictly between the two countries, no other countries are involved. A meeting between two countries is not always a “bilateral” meeting. For example, two countries that meet may be members of a larger group of countries for which agreement would have to be reached by all the countries involved in the group. In such a case, further communications would have to take place with the other countries. This would be multilateral, not bilateral.

      That is my understanding, I “ain’t” no expert in this area. However, I must say that, because the senile joe administration is so incompetent, who the hell knows what “they” meant by “bilateral meeting”. They may not even know! This administration is full of BS in everything they say and do!
