Of course it isn’t. He’d have to posses a brain before they could splice the link.
Even though the quote is not real, the idea of brain surgery/scan/mri to check for “senility” is worth exploring!
He can’t help it, it’s a common thing among us old geezers.
We just say what pops in our heads, make jokes that no one laughs at and complain about the “kids”.

Betcha his blood alcohol level is through the roof most every time he imparts his words of wisdom. If his loose lips aren’t caused by imbibing too much liquid courage, then senility is probably kicking in.
